Nicolai Brock-Madsen, who is currently representing Denmark in the Olympics, is the only absentee as Rowett looks to kick start Blues' season with a win.
Jack Storer, Reece Brown and Josh Cogley have all impressed during their First Team exposure and they are all pushing to be a part of the matchday 18.
"One of the big positives is that we've got to the last day before the season and everybody is training and available," said Rowett at Friday's press conference.
"The question with Maikel Kieftenbeld is whether he's done enough in three or four pre-season games because he's missed about three weeks. Do we put him straight in the team?
"There are also one or two others that might be a little bit short in terms of overall sharpness so I think the team we pick tomorrow will be tempered with one that in pre-season, players have put themselves in a position where we can be competitive in the first game.
"There might be two or three that don't start the game that will be surprised and it will then be up to them to try and get in the team because there are plenty of games coming up."
