The 27-year-old has yet to figure for Blues since his proposed move to Derby County broke down on August deadline day.
But Cotterill insists the Dutch midfielder is up to speed and ready to be involved if the opportunity presents himself.
"They (all the players) are all integrated, I don’t leave anybody outside of the group," said Cotterill.
"I think he (Kieftenbeld) was ready and wanting to play when he wasn’t playing.
"I don’t think his attitude has ever been questioned. He is ready to be involved like all of them are."
With the injury situation also continuing to ease at Blues, Cotterill admits that it has been difficult to narrow down his best eleven ahead of Cardiff City's visit to St. Andrew's on Friday evening and that there will inevitably be some disappointed players.
"It has been slightly awkward because I think we have probably got two or three numbers too many," he said.
"I am not complaining about it but I would just rather it be a little bit smaller because I don’t like the fact of leaving people out.
"Even though I am experienced enough at doing it and have picked enough teams over the years, it’s not nice when everybody in the squad gives you everything and then you have to leave players out.
"I think probably and more and importantly it’s not the players I have left out of the starting line-up, or the players that are on the bench, it’s the people that are going to be left in the stands because by the time Thursday finishes they will have done everything everybody else has done and yet they are not going to have a kit on.
"However, things can change in this game like that and I have said to them hopefully this week I have picked the right eleven. But I don’t know yet until we get going again.
"For everybody’s sake I hope I have picked the right team, and I mean for everybody’s sake, those who are sub and those who are in the stand, because it will be a squad game and everyone will get opportunities. I am sure about that."
