The Italian's deal with Oviedo runs from 1 August 2017 through to 30 June 2018.
It is a second loan spell away from St. Andrew's for Fabbrini, following his return to the Second City in January 2016 on a three-and-a-half-year contract.
The 26-year-old spent the second half of the 2016-17 season at Italian Serie B club Spezia, where he made 17 appearances and scored once as Spezia reached the play-offs, before he returned to St. Andrew's earlier this summer.
However, as Harry Redknapp attempts to build a side that he thinks is capable of promotion, he has deemed Fabbrini surplus to requirements.
A full Italian international, with one cap to his name, Fabbrini began his career in his home country with Empoli, before joining Udinese and then making the switch to Watford in 2013.
He first joined Blues on an emergency loan in late March 2015 and went on to make five appearances, with his final start in his previous spell at the Club coming in Blues' 1-0 win away at Bolton Wanderers on the final day of the 2014/15 season.
Prior to arriving at St. Andrew's for a second time Fabbrini was on loan at Championship side Middlesbrough, where he made a total of 26 appearances and scored six goals.
