But after Derby received a request from the EFL for clarification of the documentation, and subsequent discussions between Derby and the League, they declined to authorise the permanent registration of the player.
Derby appealed and the EFL Board this afternoon upheld the ruling, meaning that the transfer cannot go ahead.
Derby state that they believe sufficient transfer documentation was completed before the 11pm deadline last Thursday and appropriate supplemental forms followed a short while later, due to Kieftenbeld and agent being in different locations.
However, the League's view is that the full criteria was not met for the transfer to be accepted.
From a Blues perspective, the Club did everything necessary in regard to processing the transfer within the required deadline.
