Bela, 26, who was born in Melun near Paris, came through the youth ranks at Lens.
Having become a regular for the Lens first team, he moved to fellow French side Dijon in 2014.
During his three-year spell with Dijon he scored 12 goals in his 78 appearances, before moving south of the border to play for Albacete
A popular player with the Clockwork Cheese fans, he found the back 19 times in his 71 appearances for the club.
His 11 goals in 34 league appearances last season helped them to third place in the 2018/19 Segunda División campaign.
Possessing fast feet, pace and good ball control, Bela is a goalscorer as well as goal creator.
He can play either on the flank or as a secondary striker.
Although he was born in France he qualifies to play for Angola and was called up to the Angola national side ahead of their 2019 Africa Cup of Nations campaign but has yet to make his first start.
Bela will wear the number 11 shirt at Blues.
